Matthew J. Ross, Company President

Mr. Ross is the founder and CEO of Med-Care Administrators, LLC with over 13 years experience in both the for-profit and not-for-profit medical business sectors. His firm offers strategic practice management services ranging from consulting, office management and a medical billing division. They serve all specialties and practice sizes from single and group physician offices to hospitals and urgent care centers. He has significant expertise in revenue management and recovery from operational relationships to medical coding and cash management in both commercial and governmental organizations.

Mr. Ross has vast knowledge in medical office setup, facilities assessment and cost analysis. He offers expertise in defining needs-assessments and forecasting. He deals with all aspects of contract negotiations ranging from physician recruitment and negotiating reimbursements including fee for service and capitation contracts.

He has an extensive understanding of medical management software systems, electronic medical records (EMR) and laboratory interfaces. Through the understanding of medical reimbursement issues and its relationship to system configurations, his company has been involved in electronic claims testing for professional services with Blue Cross and Blue Shield claims filing in the 1990s and provided beta testing for national software companies.

Mr. Ross has a Bachelor’s of Science degree in Business Management, with concentrations in Operations Management and Finance from Utica College of Syracuse University.

Victor J. Scalise, Chief Operating Officer

Mr. Scalise is responsible for all of Med-Care Administrators operations including process and procedures, compliance, service delivery, client relations, and operational efficiencies. He oversees the billing department and is accountable for maximizing client cash flow in the shortest possible timeframe. This is accomplished through quick processing of charges and payments; prompt and accurate billing of insurances and patients; tight follow-up of aging accounts receivable; proper coding of procedures and diagnosis; and utilization of reports and controls to monitor status and results.

Mr. Scalise has over 35 years in institutional Health, Life and Disability insurance. He has extensive experience leading and managing large claims operations servicing Fortune 100 companies that include General Motors, IBM, General Electric and Raytheon to name a few. He has worked closely with employee benefit plan administrators to assist in the development and management of employee benefit plans. Mr. Scalise also has several years working for the Federal Medicare Program, during which time he conducted hospital and office record compliance audits, investigated potential fraud and abuse situations, maintained professional relations, trained physicians and their office staff, and represented the Medicare Carrier’s interest at Medicare Fair Hearings.

Mr. Scalise has a Bachelor of Science degree in Business, Management & Economics from the State University of New York. He has also completed Masters level coursework in business and policies; is a graduate of Leadership Mohawk Valley; and has completed numerous programs sponsored by the Health Insurance Association of America, American Management Association, Practice Management Institute, and other organizations.
